J1191-2 is a part of the Harbour Area Construction Control Plan (HACCP), a planning document used to guide development and construction in the Harbour Area of Hong Kong. It consists of four parts, each containing general provisions (including definitions), control measures, specific objectives and supporting measures. In particular, part 2 of the HACCP focuses on the control of development and construction in order to ensure a safe, comfortable and pleasant living environment in the Harbour Area, as well as to protect the environmental features of the area. Part 2 covers a range of topics, including urban design and planning, traffic, land use, open space, noise, air quality, landscape, biodiversity, waste management, drainage systems, and underground utilities.
